우리나라는 1977년에 건강보험제도를 도입하여 금년 7월에 45주년을 맞이하였다.

그동안 우리 제도에 대한 발전과정이나 정책결정의 배경 등에 대하여 영문으로 작성된 문헌이 거의 없는 실정에서 우리나라의 건강보험제도를 전세계적으로 알리고자 이를 구체적으로 뒷받침하는 체계적인 영문 문헌으로 발행된 도서이다.

  1) 건강보험제도의 도입과 발전과정, 특히 이를 경제발전과정과 연계하여 분석

  2) 건강보험제도의 필수적 요소인 재정의 조달(financing)에 대하여 보험료의 부과방법의 변화과정, 특히 건강보험 통합이후 보험료 부과방법의 모순점 등을 분석

  3) 건강보험에서 제공하고 있는 의료서비스(insurance benefit)의 제공범위의 확대, 구체적인 내용과 특징, 그리고 의료의 상업화 등의 문제를 제시

  4) 의료서비스 제공을 위한 의료공급체계(delivery system)에 관하여 의학교육에서 시작하여 의료기관의 발전과정, 공중보건서비스의 발전과정 등을 설명

  5) 마지막으로 건강보험제도의 지속가능성을 높이기 위한 향후의 정책 과제를 제시
